“At its meeting this week, the Division III Management Council approved an amendment to the Division III Committee on Student-Athlete Reinstatement sports-betting guidelines. The council’s action allows for penalty reductions for a student-athlete who commits sports-betting violations, provided it is the student-athlete’s first violation, the violation does not involve integrity concerns and the student-athlete engages in appropriate clinical evaluation or support.

The decision, effective immediately, is based on the view that a reduced penalty may encourage help-seeking behavior among student-athletes without undermining the Association’s long-standing commitment to protecting the integrity of competition.”

» Budget. “The council approved the division’s budgets for the 2027 and 2028 fiscal year and the 2026-27 strategic plan.”

» Chair and Vice Chair for 2027. “The council elected a new chair and vice chair. Kristie Bowers, associate vice president and athletics director at Rensselaer, will be the chair, while Patrick Summers, commissioner of the New England Women’s and Men’s Athletic Conference, will be the vice chair. Their terms will begin after the 2027 NCAA Convention.”

» Flag Football. “The council sponsored legislation for the 2027 Convention to add flag football as an NCAA National Collegiate Championship and to establish a women’s flag football committee. If the legislation is adopted by all three divisions, the flag football committee would begin its work in January to prepare for the first championship in spring 2028.”

The NCAA DIII Convention Planning Subcommittee met virtually on June 18 and is planning a restructured 2027 gathering in Anaheim.

The Convention will be designed specifically for Divisions II and III, as Division I will no longer conduct in-person governance meetings or programming at the Convention. Programming will now be structures to allow most delegates to attend Wednesday through Friday, requiring only two hotel nights.

Key DIII programming will remain the same and will add two division-specific educational sessions, as well as a welcome and keynote session followed by a joint reception with Division II.

“In keeping with the committees’ ongoing focus on safety and their recent emphasis on simplifying penalty administration, both committees proposed refinements to the penalty structure that better align penalties with the nature and severity of the foul, promote greater consistency with other levels of play and governing bodies, discourage unsafe conduct, improve consistency in officiating, enhance efficient game administration, and continue to improve the pace of play. Those changes include:

» Video Review. The committees proposed several refinements to the video review rule including limiting video review requests to coaches, requiring officials to notify both teams’ coaches whenever a video review request has been made, and directing officials to strive to complete a video review within two minutes.

As July winds down, it is time for prognosticators to make their best guesses as to the best DIII football teams heading into the 2026 season. Defending national runner-up North Central was tabbed as the top team in two polls, while Bethel, Mount Union, and Johns Hopkins were in some order of 2-3-4.
